Child Welfare Services (CWS)

Child Welfare Services (CWS) is committed to excellence in the delivery of culturally competent, family-centered and child-focused protective services. CWS investigates reports of suspected child abuse and neglect and intervenes with families to prevent or remedy neglect, abuse, or exploitation of children while preserving, rehabilitating, or reuniting families. Another major responsibility of CWS is to assure adequate care of children who are in out-of-home care. Calaveras County CWS believes that families can grow and change.

Caretaker Absence/Abandonment

Caretaker Absence/Abandonment

  • Caregiver is unable to care for the child due to incarceration, hospitalization, or unavoidable absence AND there is no safe adult to care for the child.
  • Caregiver has deserted the child with no apparent plans for return.
  • Caregiver refuses to allow the child entry into the home or refuses to accept the child back into their home after being discharged from a facility.
  • Child is or has been left without an identified caregiver for a period of time inappropriate to the child’s age or developmental status.

Emotional Abuse

Caregiver action(s), statement(s), or threat(s) have led or are likely to lead to child's emotional damage (e.g., severe anxiety, depression, withdrawal); behavioral concerns (e.g., untoward aggressive behavior toward self or others); and/or adverse impact on the child's emotional development, including but not limited to delayed speech development, abnormal attachment behaviors, and impulse control behaviors.

Exposure to Domestic Violence

Exposure to Domestic Violence

The child has experienced emotional harm related to exposure to domestic violence. The child may exhibit harm through symptoms of depression, significant anxiety or withdrawal, or self-destructive or aggressive behavior from witnessing or intervening in physical altercations, serious verbal threats, coercion, or intimidation by one adult household member against another

Neglect

Neglect

Willful neglect of a child by a parent through not providing food, shelter that is hazardous to the child’s health or wellbeing, clothing appropriate for the weather, withholding medical, dental or mental health treatment resulting in worsening or life threatening conditions, not providing supervision of a child that could lead to injury, providing drugs or alcohol to a child, or involving a child in criminal activities.

Circumstances stemming from poverty is not neglect and should be supported with community resources.
